Try a new stock size drain plug and gasket on the next oil change. Threads may be worn/damaged?

Seems you may have an issue with the TPS if your voltage jumps at the low end... Remove the TPS and try some electronics cleaner like deoxit to see if you can get a smooth voltage reading at the low...

Post a closeup picture of the pulleys (cam and aux shaft)...

Rotate the engine until the cam indicator/sprocket is aligned... that will be at TDC and the crank pulley will be pointing at 0 degrees although it looks like you don't have an outer cover so not sure...
