Welding a bung in should work 'cause you're gonna need an EGR valve.  Here's the trick to get your '87 to pass smog in California.  Tell the DMV you've done a motor swap.  They'll refer you to a BAR referee.  Turbos aren't allowed on '87-'89 Mustangs because they never came with them from the factory.  Inform the referee the motor is from an '87 Merkur XR4ti.  That car came with a turbo and Lincoln/Mercury is a subsidiary of Ford.  Therefore, you meet the 'same year or newer and same platform' requirements.  You'll need to run a catalytic converter specific to an '87 Merkur XR4ti, if you have an I/C, that will need to be bypassed and I believe there's a delay valve you'll need to install in the vacuum system also.  Now, you'll still have to take the car in for smog every two years but the 'holy grail' sticker exempts you from all the factory Mustang requirements.  They'll smog it as an '87 Merkur.  As long as it burns clean.....you're golden!  And, there's no need to swap out manifolds or anything else.

The I/C? Inter cooler? Do i need to hide this from referee? 
Delay valve? Can this be installed and leave it in permanently?

I have another issue I need to pan out and that's what do I do with the vacuum port of the inlet air temp control system. Right now I have it disconnected from the intake housing but was thinking of transferring the bi metal sensor to the new intake I need to buy.

Don't hide anything from the referee.  They'll find it!  They went over my car with a fine toothed comb.  BAR is a very strict agency.  I left my  intercooler in place, capped the inlet and outlet ports and ran my tubing directly from the turbo to the throttle body.

 

After it was certified, I took it in 2 years later for the bi-annual smog test at the cheapest test station I could find and I left the intercooler connected with no problem.  Once the certification sticker is applied, test stations are only worried about what comes out of the tailpipe.



The delay valve is in the EGR vac system and can be left there permanently.

Very nice!  Here's a pic of an actual Merkur engine compartment.  Note the factory crossover tube from the turbo to the throttle body.  You could probably utilize that, or one of your own making by simply clocking the turbo housing a bit.



Yours looks fairly clean and doesn't have that 'thrown together' look.  I've had a couple of dealings with BAR over the years and I've found they look favorably toward guys that bring in cars that are homebuilt, clean and have had thought put into the build.  Just my 2 cents.

Thanks man. Wow your engine compartment is REALLY clean. I'm thinking of trying to layout the wiring and hoses out of sight. Mine looks like a spider reunion. I appreciate the input. I got the turbo all set up I believe but I still do not see the performance gains that the turbo says it's capable of. I think that the computer is having trouble with adjusting or possible the stock exhaust and fuel delivery is restricting some hp. IDK but if you have any recommendations, but I do feel the difference but not 190hp difference. I order a boost gauge so I can actually see what is happening as well as I need to pick up a vacuum gauge too. Stay tuned. Thanks again.

I'm assuming, along with the turbo upgrade you also upgraded to an LA2/LA3 ECU, browntop injectors and a large VAM.  If these ancillary pieces aren't' upgraded, your turbo won't make much difference at all!
