I'm gonna go out on a limb and suggest the qualifier, "SOMETIMES", .Kent.....because it's been my experience that the clear coat is what usually fades, flakes and/or peels as the years go by ~ even when the base paint is often still okay. Of course, the phenomenon is exacerbated if the vehicle isn't garaged or waxed every now and then. .
