Turbo will not make over 12 PSI........Possibly A Bad Turbo????

I have an 88 TC drive train/computer in my 88 Mustang Coupe. The IHI was in for about 8 months and running decent. Came across a .60/.63 Garret from an 86 TC to use an upgrade.

Just to make sure I had no issues on the back end. Got itall together last weeekend and the car felt soft and wouldn't make over 12psi.
So I took the turbo back off yesterday afternoon to check for leaks and such. The wastegate was checked and it didn't have any preload on it. So I made the arm adjustable and turned it in fairly tight. The flapper door is nice and tight up against the center section now.
Took it for a spin just a little while ago and it "hits" very hard once the boost kicks in (feels like a 100 shot of the N20 ) and feels really strong. Yet, no matter what I do, it will not make over 12 PSI !!!
I have a manual bleed valve and can set it so the wastegate is pretty much seeing no boost on the line and I still can't get past 12#'s !
There are no leaks I can find ( only 2 couplers since the intercooler sits right on top of the turbo ). The turbo itself has minimal play and it's not smoking out the rear or leaking oil from the compressor side.
Very frustrating as I can only imagine what it would be like if I could get it back to the 18 psi or so I ran with the IHI.
I'm not sure what else I could/should check so I thought I'd ask for some help.
Any Ideas?

disconnect the hose to the acuator and see if that makes a diff,BUT BE CAREFUL because the boost might go real high.
maybe the bleed off isnt enough.

Funny, I just did the above (guess you replied whilest I was gone) and it boost past 12 no problem!
I took it pretty easy and only went to 15-16 psi.
Looks like I need to build a ball and spring type controller Wink

or you could put a restrictor in the hose that goes to the bleeder to limit the pressure.thats what i had to do with mine.

Yeah, I'm thinking a .035 welding tip would work.
